Gordon L. Dilmore comes to SWTC after serving seven years as a law enforcement and public safety specialist for NIJ's National Law Enforcement & Corrections Technology Centers Program. He has served as a DHS/FEMA Security Manager in a number of high level disaster operations, including duties at Ground Zero at the World Trade Center during the 9/11 disaster response. He has 15 years of experience as a consultant on public safety and national security technology issues to a number of federal agencies and national defense contractors.
He started his law enforcement career in 1957 with the Dade Southwest Emergency Patrol and Dade Metro Dept. of Public Safety as a Deputy Sheriff. In 1960 he joined the U.S. Border Patrol as a Patrol Inspector. He was promoted to Supervisory Agent in 1971. He was transferred to the INS Intelligence Program in 1974. In 1976, he was promoted to Deputy Chief at Swanton, VT, where he was instrumental in developing the Canadian Border Intelligence Center (CBIC). In 1979-80 He served as Chief of Border Security Operations at the Winter Olympic Games in Lake Placid, NY. During the period 1980-1986, he served as the Team Commander for the Border Patrol Eastern Region Emergency Services Team (SWAT) and led major operations in 1980, at St. Elizabeth’s Hospital in Washington, DC, and at Ft. Allen, PR in 1981.
In 1986, he was reassigned to Border Patrol Headquarters and detailed to the National Narcotics Border Interdiction Service in the Executive Office of the Vice President. In 1989 he was detailed to the executive staff of The Interdiction Committee at the White House. In 1990 he was detailed to Operation Alliance / Joint Task Force 6 at Ft. Bliss, TX as Senior Civilian Advisor to the Commanding General. He retired from the Border Patrol in October, 1990.
Mr. Dilmore was born in Boulder. Colorado, and graduated from Glens Falls, NY High School. He holds a degree in Criminal Justice from Champlain College, Burlington, VT.
He also has experience in the fire and emergency medical services as a fireman, EMT, rescue technician, and rescue captain.
His technology interests and experience include Command, Control, Communications, Intelligence, Surveillance & Reconnaissance (C4ISR); Incident Command, Technical Intelligence Programs; Systems Design, Development & Integration; and Situational Awareness.
In addition to his SWTC duties, he is the Executive Vice President of Mountain Group International, a woman-owned small business consulting firm specializing in national security technology projects.
He also serves as an adjunct faculty member teaching Intelligence Analysis at the Criminal Justice Department at Sam Houston State University in Huntsville, TX, and The University Center in The Woodlands, TX.
